Maximus IV extreme-z and pci slots

I've been trying to put my video card into a different slot besides the first one in order to make room for the pci cards I want to use. The video card does not put out a video signal when it's in any other slot besides the first. I have checked the switches that turn the pci lanes on and off, and they are all on.

Is it possible for a video card to work in pci slots besides the first one?

Yes it is, if the video card is the only card. However if you are putting something in the very bottom slot, then it is recommended that you use the top PCie lane. I would always suggest that you use the top PCIe lane for your Video card by the way.
