For overclocking, 2 sticks of RAM is better than 4 sticks as it puts less stress on the IMC(Integrated Memory Controller) that is on all CPU's.

Glald to see that you are asking some good questions but seeming you stated that you are a beginner here I need to add some caution...
First start off bench-testing your system with a standard config without the watercooling...for now. Here is a link to help you get started on testing your system BEFORE installing it in the case...I just don't want you to "brick" $2500 worth of computer parts:

To answer your question about DDR4 and the Intel question.
First there is always something better on the horizon. Here is the contrast between DDR3 and DDR4 (from Upgrading and Repair PCs 21st Ed)
DDR3 1,000 MHz Base Clock Rate/16,000 MBps transfer rate/1.5V
DDR4 1,600 MHz Base Clock Rate/25,600 MBps transfer rate/1.2V
I can't speak for everyone but AMD vs. Intel is the classic Ford vs. Chevy (when Jeep is the king) but I know for me to go the Intel route would of cost me an extra $400 (which I saved and put towards a graphic card).
So with that said...it is your $$$ so spend it the way you want to! Something to consider though...what forum can you post to that have members who take the time to answer you questions in such great detail 🙂
One more note...there has been some issues I believe with the fans causing problem on the graphic card you listed...maybe try the Matrix version of the 290 (if it is even out yet)...looks very nice with the Crosshair board.
Good luck and post back with "?".
