I had an issue with it not running about a year ago, and ever since then, if I needed to reinstall AI Suite, I would do exactly what you're saying, kill axins.exe from the running tasks in task manager. As soon as it's killed, the installation begins.
Now I'm having a different issue with AI Suite. I recently had to remove it, but when I tried reinstalling it, I still have to kill axins.exe from my running apps, but when it looks like it's about to start installing, I get a message saying setup.exe has stopped working. The only option is to close the program. I've tried running the AI Suite Cleaner, I ran CCleaner, I checked to make sure all my Windows System files were fine, nothing corrupted, and I've even tried reinstalling the Homecloud Bundle but it too give me the same error. After closing it out and opening the Event Viewer under Administrative Tools in the Control Panel, this is the Application error it has listed:

It's been running fine since my last upgrade, but all of a sudden, it quit. Has anyone else received errors with the Setup.exe file when trying to install this software? Does anyone have any suggestions? I really need AI Suite to work because I think I have an incompatibility problem between my X99 Deluxe and my Corsair LPX 2800 DDR4 memory. I've tried countless numbers of hours trying to get the memory running as the right speed and OC the CPU, but the only way I can OC is buy running the 5 way optimization. Even if I run the 5 way Optimization, my system posts, and I save the settings, if I ever turn my system off, it won't post, even if I load the exact same profile that was saved. When the 5 way optimization is run again, I can get my system OC'd, but something is different every single time. Maybe the BCLK is different by .5 or my memory is running slower than the stated speed, it's using a 100 strap, and the multiplier is set for 43. There's never been any consistency with overclocking this system, so with that said, I really need AI Suite working.
