Holy artifacting! Rampage IV Black- HELP!

Hello ladies and gents, so I've been toying around with my new build I built about two weeks before Christmas and about 7 days ago my computer showed signs of awful artifacts. So naturally I did everything then decided to replace my graphics cards, no change, I decided it might be my ram so I switched out between different sticks in the system, no change. I took the whole thing apart, re-applied thermal paste and strapped it all back up and no change, it shows up on every single PCIe slot and every display output / resolution. Now I've come to the conclusion, It's the mobo or the cpu.
I'm running: GTX 780 Ti, 1000watt Enermax 80+ gold certified PSU, Asus rampage IV Black edition, iy 4930k @ stock ( I was running 4.8 ghz at 1.55 volts but decided that's too many volts for a 24/7 build and even tried 1.585 volts for 5 ghz and said nono to that. It was stable but way too many volts, didn't get above 75 Celsius but meh, too high volts and temp.) 16GB of corsair Vengeance pro 1866 mhz ram. As I said I tested the ram and the gpu and it wasn't either, so I am wondering what could be causing this? **ALSO** It only shows this when playing youtube videos, booting into windows 8.1, anything to deal with google chrome, any game, and some folder icons have weird color pixels on them. I can run ANY GPU Benchmark and not have an issue, I tried a different monitor too and nothing. I'm running windows 8.1 x64 and windows 7 x64. Could my being extremely dumb and pushing the CPU to the max for the hell of it have caused this? Or may I have bad PCIe slots? I've tried them all, and the same thing with everyone, I can post videos or screenshots or anything that may help you. PLEASE HELP! Thank you :)! I'm willing to try anything to get this fix, and worst case scenario I can RMA the mobo / cpu / return the PSU. THANKS AGAIN!

Do youn run beta drivers on the vga' by enny chance?
are the vgas ocd or stock?

No beta drivers, only the WHQL 331.82
Everything one the computer is running stock.

EVGA Superclocked Nvidia GTX 780 Ti. 331.82 WHQL Driver

1000watt Enermax 80+ Gold Certified PSU.

16 GB Corsair Vengeance Pro 1866 mhz RAM.

ASUS Rampage IV Black edition/AC4 with the stock bios (there are no updates).

i7 4930k- 3.4GHz with 3.9GHz Turbo boost

Corsair 900D.

250GB Samsung 840 EVO SSD - Windows 8.1 x64 bit

4TB WD Black 7200 RPM - Windows 7 Home premium x64 bit.

Custom 480mm water cooling rig.

144 Hz BENQ Monitor (I've tried running 60,100,120,144. And the issue persists.)

*UPDATE* After booting to windows and just sitting at the desktop for about 5 minutes I received BSOD error code 0x3B: SYSTEM_SERVICE_EXCEPTION, I received these for a while but they went away for a week for so and now they're back.

do you have norton instaled or daemondtools?
the memory, is it one or 2 kits?

Two kits of 8GB x2, and no I do not have either of them installed.

pull graphic card and see if there are bent pins on the PCIE on it or the mobo pcie slot.
try the 332.21 driver first and see if that makes enny diffrence, AND DROP nvidia experience, do custom instal and take that away.

I'll try that now, will report back.

*update* There were no PCIe slot bent pins or any physical damage to the pcie slots. Fresh install of 332.21, still having the artifacts / pixels, Shockwave player crashes instantly upon chrome start up too.

*Update* Just going to RMA my mobo, for I have no idea what's not working. And my CPU. Don't know which is causing the problem and I have no way else other than buying different mobo/cpu, and that's not happening.

i have the same sometimes - but it will resolve passed itself. It happen when i watch youtube. dont have idia what it means )) - i think it is NV drivers - or if you use win 8.1 - try another OS.

word of advice, Try to keep that vcore on the processor as close to or less than 1.4v for 24/7 operator om that 4930K 1.55v is way overkill for 4.8ghz. Also get a Single 16gbz Memory kit instead of running 2 binned 8gb kits. :eek:
