Someonewhy,
First I would suggest reverting your bios to 4206, all newer bios are for IB-E processors, my experience is SB-E is better on 4206 or earlier bios, then start by setting XMP profile, all cores 46 and leave everything else on auto, if that works check back. For a 4.6 overclock I believe it is best to use offset voltage and speed-step as it will lower your voltage when idle.
You can't change your CPU power phase control because you have above 120% I believe that's why, could be wrong, also fixed frequency for CPU doesn't need to be above 400 until 5.0GHZ, personally I only disable speed step and c states when overclocking past 5.0 for benchmarking

As Chino says 101 is vcore, that memory is not for an X79 chipset, you may need to raise the voltage on them just to eliminate them as an error

People recommended me to not pass above 1.4v so i don't wanna pass it...and i don't want to disable speedstep because i heard it harms the game performance so that's why i disabled it..so here goes the same thing why i use manual mode because i disabled speedstep..so you guys recommending me that revert back to old bios change to xmp set the cores to 46 and retry with prime blend test?or first try chino way till i get stable?

Try setting CPU Voltage Freq: Manual and VCCSA Load-Line Calibration(LLC): High to Auto. CPU PLL Voltage:1.8

still crashes within 5 minutes

Test RAM with Memtest86+. If it passes, your only option is to rais vcore. If you don't want to raise vcore you'll gave to lower the clock.
