Have to restart twice, USB loads slow and time out of sync - Resolved

UPDATED WITH SOLUTION AT BOTTOM OF OP:

Sent in a support ticket as well just in case.

Win 7 x64.
2x gtx 680 in sli.
Asus Maximum 7 Hero, mobo with latest bios 1002.
4770k @ 4.4 using the GPU step utility in bios @ 4.4.
I have manually overclocked it to a stable 4.4 as well.
256 GB, vertex 4, Crucial SSD
2x4 GB Corsair Ram @ 2133 (stock speed) 1.51 v
Same result.

Symptoms:
Every time I shut down or restart the computer it stalls at the logo screen, until I hit restart or shut down again and restart.
I have tried waiting 5 minutes for it to boot up but it still doesn't.

Mobo stalls at error 98 or 99.

Every time the computer starts up "after having to restart twice"
I get to the login screen and the Mouse and keyboard have shut down "Even though they had lit up during bios post" and are in some restarting mode.
I have to count almost 20 seconds, before they start up again and allow me to even type my password to log in.

The clock keeps going out of sync.
I have verified my time zone and have manually syncd it tons of times.
I have updated the usb/raid drivers page on support.

I have reset bios to default, removed the battery and loaded optimized defaults.
I have updated drivers on the support page for USB and related issues.
I have done a system restore.
I have returned and replaced the mobo.

Not sure what else to do at this point..
I just finished this build and don't really feel like returning the mobo and rebuilding it again.
If I have to, I can't see me trying ROG again, due to the bad impression.
I hope there is some fix.

UPDATE FIXED:
Steps to fix:
For future information if you hang on boot, it may be that the system is having a hard time recognizing a USB peripheral.

Reboot the system and when it is hung up on the boot screen, disconnect them one at a time, until the system boots.
Do not keep restarting and disconnecting them one at a time.
Just disconnect them one at a time at the hanging screen and the hang should simply stop and the system should go ahead and boot.
Mine was hanging on error code 98 and 99.
Those errors are usb related to my understanding.

The bios updates on the support page, fixes the time being out of sync for me.

The usb loading slow was related to the same usb not being recognized.
Once it was removed everything was fine.
I've never had that problem with other chipsets.
They simply ignore it and boot the system, which is what this system should of done.

After all is said and done and things are working right.
I can honestly say I enjoy this mobo.
I think it is very intuitive, has an easy to use interface and is very stable, with tons of options.
Well done ROG.
I will recommend this product to people.

Couple of questions:

1. Which model of the Maximus VII motherboard is it (Gene, Hero, ...) ?

2. When exactly did these issues start happening? Did these issues occur before you overclocked? i.e. were these issues always occurring or did they only start to occur after you overclocked/change some configuration/installed the second graphics card for sli/etc.?

It's a brand new build really.
I took out the CMOS battery because I intended to change it, due to the clock issue but how many times have you ever gotten a bad battery really?
I never have.

Might of happened then but I set the bios settings, back to what they were when things were fine.
The time thing has always been that way.
The rest of the stuff started happening a few days ago.

I'll try running at stock to see what happens. Default settings.
EDIT: Same results even on default settings.

This is an end user community forum, if you need full on tech support this isn't the channel to rely on, doubly so for a product that's fairly bleeding edge with a small install base.

I'm new here so I don't know how often actual tech support people get involved in the forums, EVGA is the only company I know that does that on a regular basis, and even then it can be a week or so before they chime in....and usually that's to tell you to go through proper support channels....so getting upset at the forum for not fixing your issue in 3 days is kind of ridiculous IMHO.

I don't think you quite understand how these forums work, this isn't a direct pipeline to Asus engineers or support staff, its a place for end users like yourself to ask ,discuss, share information etc with other members, that includes me and anyone else who is a member and reads the post.

Side note:
When I buy something I expect it to work.
These forums have the ROG name on them and they are official.
If they aren't, then the ROG name needs to be taken off of them.
As far as I'm concerned, this community represents the ROG name and anything that happens here, will affect my opinion of them.

Glad you got it sorted out.

90% + of the people here need help with one issue or another , but the bulk of them don't act like whiney snot nosed children , and in this "kids" 25 odd years of participating and moderating internet forums on various topics, behavior like yours often results in no help at all (if not outright dismissal), even if folks coming across the thread know the answer. As stated most of us are here for help ,often very frustrated and have sunk a lot of time and money into something that's apparently not working right, even so, a little positive decorum isn't that difficult to muster.
