Two "USB Verbundgerät", which I guess is a generic name for a Hub or something. Driver version is 10.0.10586.0 in both cases

Hello everyone,
I hope this is finally the place, we I can get help. Friday last week, I started building my first PC (full partlist would be here:
http://pcpartpicker.com/p/CwzFwP ). Everything seems to work fine, and the system is fast and stable. However, there is one issue: My front USB3.0 doesnt seem to work. Here is what I tried so far:
a) Plug in the Front USB3.0 in the USB3_12 header
b) Plug in the Front USB3.0 in the USB3_34 header
c) try both headers without the WiFi PCI card
d) Reinstalling the xHCI devices in the device manager
When I connect the front-usb 3.0 to the USB3_12 header, one of the ports works. The other port only gives out power (my attached cell phone charges), but does not recognize connected devices. When I connect to the USB3_34 header, no devices are recognized.
Are there any BIOS settings that I should try? All devices are "enabled" in the UEFI, xHCI-Handoff is set to disabled
Are there any more trubleshooting steps that I should take? All the rear USB ports work fine.
