Hello,
if you have problems with the issue, that the PC power cycles 2 times after disconnecting the power cord, please check your PCI-Express Port. Sometimes the last ports shares a lane with the second M.2 Slot and the motherboard is switching from X2 to X4 causing this annoying double boot. Maybe you are using a WiFi- Card in a small PCI-E port. You can test it, if you switching the speed from AUTO to X4 in the BIOS. The card will not work with this setting, but you can identify the problem. This is not only a RAM Memory Context Restore, re-Training of the RAM or a D.O.C.P/XMP issue. In my case i have switched the slot and now it starts fine.
I hope i could help someone. I have searched it for many hours, cleaned all components etc.
I am using a X470-F.
