I was able to get my 9590 completely stable with those settings, with Turbo disabled, at 4.7ghz, with 1866 10-11-11-30 DDR, 32GB all banks populated. Runs cooler with that LLC setting than simply leaving it on Auto, and the other settings changes are mainly for stability purposes.
In the CPU menu, I could actually leave CnQ, C1E, and C6 enabled, which in my experience can save almost 80W at idle, versus disabling everything power saving related. No stability issues.
But, the biggest power saver and least issue causing setting is C6, so I would at least leave that one enabled. C6 by itself is a difference of maybe 50 less Watts when enabled at idle.
Also in that menu, I would disable APM platform management and enable HPC mode.
