Crosshair V Formula problems with FX 8150 helpp

I monitor my CPU frequency and my AMD FX 8150 runs stock at 3.6Ghz... but for some reason It it running at 3.8 and spiking UP to 3.9 and 4.2Ghz and then all the way DOWN to 1.4Ghz where it sits for a while and all of this under no load... but I see absolutely no perfomance changes when its spiking.

I have tried going into my BIOS for my Crosshair V Formula and changing it from auto to D.O.C.P and making sure it is running at the standard 18x multiplier and when I did that it stayed at 3.6ghz and spiked to 3.9Ghz very rapidly and under no load whatsoever. But it caused problems and made my computer freeze during startups and shutdowns, and also made my fan LED's flicker right after logging into my user account for my OS.

I'm sorry if I sound stupid but I am still learning the ins and outs of building my own PC and have encountered very few problems and none like this. Any help would be greatly appreciated! thank you in advance.

if you disable turbo and c 6 state needs the clock should stay at where you set it.
