CPU throttling question/help??

I've noticed at idle in CPU-Z and ADA64 that my cpu multiplier is constantly changing. Even at 1% cpu usage it changes from 11x to 47x and any where in between every half second. I've set the power limits in Windows 8 Pro power plan to 5% minimum and all my C states are enable yet it continues to fluctuate wildly. Is this normal?? Or did I miss a setting?? I've included some screen shots of my settings for review any comments are greatly appreciated!! You guys are great thanks!!

Your LLC is way to high or you have made some other change in the Digi VRM + section.

I use LLC at regular myself.
To help us help you - please provide as much information about your system and the problem as possible.

Yes, just make sure you check nothing is set in DIGI+ to any high or extreme settings and that current capability is 120% or less.

Maybe clear CMOS and start again?....1.344 1.352 or a bit higher is often good for 4.6 4.7 (of course this is just a guide figure your CPU may be better or worse).

So for you probably best not to start high with voltage and work down.....better to try minimum offset first positive or negative and see what vcore that gets you.... try negative 0.005 with low LLC like regular or max Medium.....

If this can help you, I am using setups similar to yours, but for strange reasons of instability unresolved with multipl 46X, I run my CPU @ 4600 with multipl. 45X, bclock 102, ram @ 2190, Vcore offset +0,040, VCCSA \ Vtt 1,120 volts, 1,525 volts Ram, LLC medium, C1e Enable, C3-C6 car, Eist enable, HT Enable and my multip ... is idle 12X for more than 5 sec.

I had some success this weekend with the offset overclocking here's the results. I've ran Prime95 for a couple hours with no errors or warnings :). Also setting my windows power plan to default helped the constant throttling to stabilize like HiVisMan suggested!!! Thanks!! Please take a look at these screen shots as any comments or advice is always greatly appreciated!! My vCore at idle is around 0.808 and under full load is at 1.344!! Thanks again guys!!!!

UPDATE: well I went for 4.8ghz and it seems stable at a 0.025+ offset using high LLC.
