Cpu Level Up problem?

HI, im just trying to get the cpu to its default settings. in bios i turned cpu level up off, however in windows i would still see that the cpu is overclocked to 4.6ghz. Any help would be appreciated. thanks

Where or how did you originally set up the CPU level up, via OS or in the BIOS?
