CPU auto downclock?

when stress testing in prime95 the cpu will downclock to 3200mhz (32x multi) after about 30-45min... and will ramp back up after I take away the load.
it isn't because of heat as none of the cores goes above 60c. speed step if off.
Any ideas why this happens and how to stop it?

the vcore is a bit high 1.44 (but it drops to 1.400v when prime95'n. HT is on.... it is a simple OC - just upping the mutli on the cpu and more volt.

CPU is watercooled. i'm using the 4004 bios, but this isn't something new - this is how the system acted has always acted.

Is something else overheating?

I would suggest that your VRM's are overheating due to the auto settings in Digi vrms. A simple fan aimed over the VRM area will sort. This is easy for you to test and confirm.
To help us help you - please provide as much information about your system and the problem as possible.
