Core speed fluctuating

Hello

I just bought a Hero mainboard.
I am not an overclocker so I just setup my i7 4770K CPU to turbo speed only (3.9 Ghz)
I have a question please:
while doing normal work, no fancy stuff like benchmarks or heavy duty processing, I can see my core speed and voltage fluctuating a LOT.
It is almost like a sound meter in a disco 🙂

A little video regarding my question:

The question: It is normal for the cores and voltage to fluctuate like that?

Thank you.

It all depends what was being done in the back ground I guess and also how you set your OC. I would personally have just left it at defaults for what your needs are.

It is normal mate, it fluctuates depending on the load you put on your CPU. And since it is fluctuating, do you have the power plan set to balanced? @Viz, he did set it at defaults, Speed Step etc for boost are on to get 3.9 😉

Thank you for responses.
All settings are set to default.
My power plan is set to High performance.

I just asked to see if the fluctuation is normal. I would hate to fry my board because of some setting(s).

High performance will lock the multi to the max. Please sent balanced and see how it goes.

I have set minimum CPU speed to 5% in Windows power options.
Will try to set it to 100% and see.

Indeed, setting my power plan to use 100% CPU at minimum "fixed" the fluctuation.
I was under the impression that the BIOS will handle that and not a mere Windows setting 🙂

Thank you.
