Is there a way to activate C1E (dynamic voltage...lower voltage at IDLE...) when using a manual Vcore?

I don't have your board, but I'm pretty sure the answer is no. The point of manual voltage selection is to take control away from the computer. It's hard to tell the computer that you want it to have control sometimes but not others as it really isn't smart enough to figure that out.

One thing you could do is to create a "performance" BIOS profile that you use for gaming with your voltage & overclocks in place and then have a "low power" BIOS on your second BIOS. You'll have to shut down to change it but if this is something you won't need all the time then it shouldn't be too bad.

Well, looks like I could be wrong. Check out this post and see if it might help you. Some of the newer boards apparently have a setting for "Offset" which sounds like it might do what you want.

I have already asked HQ about this and await a response. Initial feeling is that the HW to do it is not on the R3E - this board was designed before the suggestion for Offset was presented to the R&D dept who put it into place on the SVID supporting SNB platforms. The R3E BE follows with a similar VRM to the standard R3E. If I hear that it can be done I'll let you know, otherwise assume that it can't be.
