Z370E with 2x NVME, 2080TI running at 8x

Hello all, I recently I added a new NVME drive, bringing my total count to 2, both running at 4x. Now my 2080Ti has dropped to 8x, and will not ramp up to 16x regardless of what I try. Is this a limitation of the z370/8700k combination?
