Asus ROG Maximus VI Hero boot cycling after coldboot

Hi,


I got lucky and found myself buying a bundled Asus Maximus VI Hero + intel i7 4790k. The motherboard was already patched with the latest bios update out of the box(bios 1603). I had no issues running the proc + mobo once it gets booted up.
compelete rig:
Motherboard: Asus Maximus VI Hero
Processor: Intel i7 4790k
Memory: Corsair Vengeance 8gb(2x4gb) 1600
GPU: Asus nvidia gtx 970 turbo
HDD: 1tb WD black + 2tb WD green
PSU: Seasonic x-650w
Cooling: Corsair H80i GT AIO liquid cooling
Fans: 3x 140mm li-an li


i know the PSU is abit low on the watts, i'll upgrade that after i sell it.
issue:
(this is with just the basic components so no power shortage from the PSU, mobo+procie+memory+stock fan)
1. i get a "Overclocking failed press f1" this is after a cold boot.
2. when i press the power, all the fans and everything runs for 3-5 sec at maximum fan speed then dies.
3. when i had the fans intalled (3x 140mm lian-li) plugged at the cha_fan1,2 and 3. the fans wont run, this happens when number 2 occurs, the i have to cold boot which goes to issue 1.
4. issue 2 occurs with or without the additional fans then have to cold boot. goes back to issue 1. but after the cold boot and when i go to bios even without changing anything i get a normal booting.

i still dont know how to overclock so i ran everything from the optimized default of the mobo(F5 from bios).

what i already did:
1. ran the mobo with only 1 of the 2 dimm from a cold boot using the 4 dimm slots(both dimms was used and passed memtest).
2. used a borrowed PSU(just to keep my head sure its not the PSU)
3. dimms ran at 1333, 1600 and xmp.
4. cmos bat changed.
5. bangged head on the wall.

still have issues with my corsair h80i gt, corsair link, and the fans not registering, but lets tackle that after this one.

btw, i already tried my google-fu, and it failed me 😞 i have no where else to run exept to a master. any insights will be greatly appriciated
