No q-code is usually a sign of a faulty psu or motherboard.
Some things to try:
Double check the 24-pin main power cable is secured.
Update/reflash the bios.
Take the motherboard out of the case and try it as a test bench with minimal components.

Also the chipset fan doesn't start.
Tagan psu works fine on the Formula, that's strange. I also tried another PSU (powerless but new): Corsair CX500M. Same problem.
The motherbard is out on the bench. Tried all this thing: no cpu, cpu with 1 ddr, with 4 ddr, without vga, with vga, clear cmos,....
I tried to flash the bios by usb key and rog connect, don't know if the procedure is correct:
- Downloaded the last bios from the site (Rampage-IV-Extreme-ASUS-4901)
- Renamed R4E.ROM
- Formatted the usb key FAT 32
- Put the R4E.ROM file on the usb key
- Connected 24 pin, 8pin 12V and nothing else (no cpu, no ram, nothing)
- Power up the psu
- Inserted USB key on the rog connect usb port (the white one)
- Holded down for more than 3 sec the Rogue Connect Button
(I didn't understand if I have use the cap converter before..)
No amber light near the BIOS chips flashed. Nothing happened.
