That is two 500 watt rails which is essentially two 500 watt psu's and power is split between the two rails. If you have a single +12v rail all the power is supplied from that single 1000 watt 12v rail. You won't have any issues with rails being over/under worked with a single 12v rail psu.
psu's nowadays come in single, dual, quad, five, and six 12v rails. The more rails the more the power is split which can potentially cause problems mainly with multi gpu systems.
