I can wake the computer over LAN using a magic packet if it's in Sleep state, but not if it's fully shut down.
I believe this is because both Ethernet adapters on the mobo lose power when the computer shuts down. I had another mobo, the Asus Maximux VII Formula, which kept the ethernet jack powered on, at least enough to receive a magic packet. I can turn that one on with WOL.
The Ethernet devices are:
- Intel(R) 82579V Gigabit Network Connection - Driver Version: 12.17.10.8 provided by Microsoft 6/12/2018
- Interl(R) 82583V Gigabit Network Connection - Driver Version: 12.17.10.8 provided by Microsoft 6/12/2018
I turned off EuP options and enabled Power-On via PCI-e in the UEFI.
I also turned on all the checkboxes on both Ethernet jacks where you open them in in Device Manager in Windows 10.
However, the advanced options for the ethernet adapter devices do not include anything power management-related, and don't include anything to do with PME.
I can't find any alternate drivers to try for them. Is there a jumper or something I can switch or connect on the MOBO to keep the power on to the Ethernet jacks?

My [s]old[/s] ancient mobo used to have that same Intel(R) 82579V Gigabit Network Controller.
Had to enable Power-On via PCI in the UEFI to make WoL work iirc (and not PCI-e).
