Are my decodes slow even with Quick Sync?

I've been trying various software to decode my WTV files created via WMC. The decodes, even with Quick Sync apparently working take a long time. A 2 hour HD movie takes 2.5 hours to decode in HandBrake. That is with the output also at 1920, which is the input size. The HandBrake log says the input is 1920x1080, so I am trying to convert WTV to MP4 at 1920x1080. Again, 2.5 hours.

VLC converts it fast, but I can't get it to create HD output, and there's only sound with blank video. I've also tried MCEBuddy 2.4 (which, I believe, integrates HandBrake), and it too takes over 2.5 hours.

Are these convert times normal, or am I missing something? CPU utilization hangs around 100% when running HandBrake. Below is a screenshot of GPUZ while MCEBuddy 2.4 is running. GPU-Z reports exactly the same when using HandBrake. My guess is I have to change my setup for this to work.

Finally, here's a screenshot of my monitor setup in the system. Monitor 3 is a faux monitor created by the HD 4600. If I disable it Quick Sync doesn't work.

I believe you issue may lie here:

Intel drivers are notoriously unstable, try using one of MCEBuddy's recommended drivers.
