Strix 3090 gpu randomly started triggering fail safe and shutting pc down.

I've had my 3090 strix card for about a year, using it on a daily basis with no issues. However, I was using my PC last week, and my PC randomly shut down. Now, if I try to boot up my PC, it will try to start up, but immediately will trigger fail-safe (i hear the clicking sound when i try to boot up) and power down. Once I remove my 3090 card, the PC will be able to power on again.

Switched out to a brand new 850W PSU with new cables, 3090 will still trigger the fail-safe.
When I switched out to my friend's 1060 Ti, and system will be able to power on again.

PSU: Corsair ax1600i (passed self-test)
MOBO: ROG STRIX TRX40 GAMING XE
RAM: G.Skill Trident Z Neo - 32 GB x 4
CPU: AMD 3970X THREADRIPPER

Hello indigonights808, Noting that you did not list your OS I would check some settings if using Windows 10 / 11 and why assume something is damaged?
Also the power requirement difference of 1060 ti and 3090 is worth looking at.
