Rog strix rtx 4090 screen flashes

I recently started noticing these random screen flashes while gaming. I'm worried it may be my gpu dying on me. I started noticing it after I upgraded my mobo, cpu, and ram to an asrock x870e taichi, ryzen 7 9800x3d, and 64g of Kingston fury beast 6000mhz CL30. I was wondering if anyone could take a look at a video I took of the flashes and give me their opinion on what the cause could be. The flashes occur at about 15 seconds and again at about 25 seconds. So far I've tried swapping hdmi cables, reseated the gpu, and uninstalled drivers using DDU then reinstalled drivers. I updated to the current game ready drivers earlier today. I notice the flashes mainly while playing helldivers. The flashes are pretty random. While gaming today for a few hours, I noticed 2 or 3 flashes. Yesterday, didn't have a single flash. I also did notice a couple of weird spikes in temp, load/util, and frequency for the gpu and cpu while running a stress test in 3dMark. Haven't tried reproducing that yet, so the spikes could be a fluke. Any help that anyone can offer would be greatly appreciated. Here's the link to the video.
