ROG Maximus Z890 Hero doesn't recognize 2nd GPU

Hello,

I have a ROG Maximus z890 Hero MB with 2 graphics cards that I'm trying to get working.  The main card is a RTX 3090 and the 2nd card is a GT 1030. The 1030 is in the bottom PCIe slot and the card requires only lanes of pcie3.

The 3090 works without any problems whatsoever but when it's plugged in, I cannot get the 1030 to work at all.  If I unplug the 3090 power and boot with the 1030 in, the 1030 works just fine.  

I've done all the normal things such as reseating the card, turning off iGPU, and reinstalling the nvidia drivers.  Nothing seems to allow both cards to operate at this same time.  Any tips would be appreciated!

 

Edit: When both cards are in an powered, the error message in the windeos device manager is : 

This device cannot start. (Code 10)
An ACPI Power Object failed to transition state

I tried turning off the APSM in the UEFI and there was no change in behavior.

 

Edit2: There were some chipset drivers that Asus DriverHub wasn't picking up. I've applied those and the behavior is largely the same except in DeviceMgr, it recognizes the PCI port as a display adapter now. However, I'm now getting the error:

Windows has stopped this device because it has reported problems. (Code 43)

I've replaced the GT1030 with a GT1650 and I'm getting the same results.
