To answer your main question, yes you can do a second RMA. Please follow the standard RMA process (info here
https://rog.asus.com/forum/showthread.php?4813-ASUS-Worldwide-RMA-Guide). Can you give us some details about how you tested the card? That might help us identify the issue. Also, did recently make any changes to your system? Does the BSOD appear in particular games? All helps.
With bluescreening generally, there are several things you can do to ensure that system stability is not compromised (which is possible, seeing that you're experiencing BSODs on a 2nd card). A few things to check; make sure you're using the latest drivers from Nvidia in tandem with the most recent Win 10 updates (a fresh Windows install is also a good idea whenever testing / confirming stability). Check also that your GPU settings are stable (inc. any overclocking settings), for example check GPU temps under load using GPU Tweak II. With bluescreens, it usually makes sense to run memtest and check system memory stability too. Finally, PSUs can also degrade over time so perhaps test again with a 2nd PSU can help eliminate power delivery issues (in my experience, flaky PSUs are so often at the heart of so many stability issues).
If the problem persists, you can also visit the Service Related Inquiries section as you have already completed an RMA with this card.
