No display, final Q-Code error 9E when booting

Recently upgraded to the Rog Strix 4090 OC along with moving my components to larger case ( Rog Strix Helios) and the Rog Strix 1000watt psu. After connection everything, I get no activity on my monitors. Also to note, the GPU lights up but the fans don't spin. I tried using the display ports on the MB but no change. The MB is the X570 E-Gaming. I also made sure to update the BIOS before the swap via Armoury Crate. Anything I missed or should check? Thanks

Can you confirm which if any of the Q-LEDs are lit? Consult 7 as below in the manual.

The VGA stays lit solid white after 2 seconds

Update: since learning the Q-LED stopping at VGA, I did what the YouTube video showed from ASUS to clean, reseat and check connections on GPU. No fix. I reinstalled my previous GPU and it booted up to Windows just fine. I'm guessing either the adapter that came with the card or the 4th cable I used for it didn't provide enough power(?)

Yes, points to an issue either with the cabling or the GPU itself.
