New GTX 660 Ti DCU2 TOP causing me to go blind

First of all pc specs
CPU is a C2Q Q9300 2.5 ghz
Gigabyte g41m combo rev 2.0 bios FA
Current graphics card in is 1gb 9800gt tried to replace with 660 ti
Corsair cx600v2
Corsair link cool and light
H80
Ram is 2 sticks of 4gb Kingston
2x 1 tb wd green 5900rpm
Ssd vertex plus r2 240gb
Blu ray drive
Pci 4 port USB 3.0
Monitor dell 2709

Gtx 660 ti was swapped with the 9800 gt 1gb. Plugged the two 6 pins and two led light up indicating I believe it's properly connected.
Turning the pc on it started normally until it got on to the os
When it loaded to desktop the flashing of death happened
The graphics card would lose signal causing the monitor to go to power saving so this caused the screen to go black and than the monitor would detect the signal which brings it back to desktop.

It happens like on average in 2 second intervals........

Things I tried to do to fix it

Reseated card 3 times
Tried powering the card with another psu 425w
Replugged 6 pin connectors
Tried different cables like another dvi and hdmi cable got no display cable on me
Reinstalling os and installing new is win 8 pro
Installed to different drives like ssd and hdd
Downloaded top bios card update on added some features to asus tweet
Updated all drivers with uniblue driver scanner 2013
Lowering the settings of the OC card all the way and trial and error to see if I can get it working no hope
Downloading different drivers from 306.23 to 313 beta
tried different monitors the ones I tired are dell branded
In my many hours spend trying to fix this problem, I found some things that you guys might find useful

with any display driver at the lowest res the flashing is less frequent like soapy 5-10 secs intervals
Uninstalling the driver STOPS the flashing
9800 gt works perfectly so it got me thing about version of pic express
9800 gt is 2.0 my mobo to my surprised is 1.1 660 ti is 3.0
I thought I found the problem but read that all 600 series are backwards compatible even to 1.0 I think

Ok wow that was long to type on an iPhone and ATM in a rush before school starts

Any help would be awesome as right now I have a 300 dollar card sitting on my table doing nothing
