GTX 1080 Ti Utilization throttling in game with "Prefer Maximum Performance" setting

Hello,
I just bought my ROG Strix GTX 1080 Ti OC and I'm running on NVidia driver 382.05.
I primarily play Warframe n DX 11 mode on Windows 7 x64 and just upgraded from my GTX 480.
I was expecting quite a large FPS jump only to see virtually identical FPS in missions.
The only time I see huge FPS increases are during my time in my landing craft, which put a 60% load on my GPU.
Within seconds of joining a mission my GPU load drops to under 35% and the FPS plummets.
I expected that I could just change my nVidia global power saving settings to "prefer maximum performance" to force full time 3d clock speed like I could in the past. This setting no longer works at all.

MSI Afterburner doesn't have the "EnablePerLevelForcing" option that Rivatuner used to have so I am stumped.
Is anyone aware of how to force full clock speed?

I just learned of NVidia System Management Interface.exe

I just opened CMD and typed:
"C:\Program Files\NVIDIA Corporation\NVSMI\nvidia-smi.exe" -h
That revealed all the help info for smi.exe's uses
I'm just not sure yet on what controls the load based throttling.

Lovely...apparently enforcing application clocks is disabled for the Strix GTX 1080 Ti OC, at least with msi.exe.
