Fan Not Fast Enough in Auto Mode

Hello,

Using GTX 760, during gaming my computer shuts down because the GPU is too hot.

I have the fan on Auto, which:
63C and fans at 1300RPM when idle
81C and fans at 1500RPM when gaming

The fan is not fast enough and the computer shuts down when the card reaches 85C - 90C.

Manually, I am able to set up the fan to go at higher speeds (2800RPM) and this keeps the graphics card cool enough.
What I would like to know is how to get the automatic fans be at realistic speeds for the temperature the card is at.

I have tried setting the temperature target to the minimum possible (60C), and this causes the fan to slowly climb to 2200RPM only when 80C is reached - But by the time the fan goes to around 2300RPM, the card is too hot and shuts itself down. Manually, the fan is able to go from 1300RPM to 3000RPM within seconds.

This is using ASUS' GPU Tweak.
