GTX 980 reference question

I have two EVGA 980 sc (super clocked) reference cards and want to add another for tri sli. Question is if I find a Nvidia OEM reference card that I assume is not super clocked will I be able to overclock that one card to match the other two?

Matrix GTX 980 Power Connection

Probably a noob question but on the GTX 980 there are 2 8 pin connectors for power, do you use 1 cable that has 2 8 pin ends on it connected to one 12v rail or does each 8 pin connector require its own 12v rail? Thanks for your help!
