ASUS TUF Gaming RTX 4070 Ti SUPER - Stuttering and freezes with fullscreen videos

My new ASUS TUF Gaming RTX 4070 Ti Super (tested with latest and previous Studio and Experience drivers) has stuttering or freezing problems with (hardware accelerated) fullscreen videos on Youtube, Twitch, Prime and others, with different browsers (tested with Chrome, Firefox and Edge). I never saw problems with gaming or benchmarks like Cinebench.

Updated: I have now placed a stopwatch and GPU-Z over the full-screen video and the two windows are refreshed while the video freezes for up to 24 seconds. So it only affects the hardware acceleration of full-screen videos in all browsers:

Initially, the problem happened only on the upper HDMI port, but independent of the cable and monitor. But then I also had it on the lower HDMI port. And now I've bought two Displayport cables and it's happening with them too. It's also when only one monitor is connected.

The problem is hard to reproduce, it's like a hiccup. It can happen daily, but stay away for days.

Once I had GPU-Z on during this and you could see that the GPU was constantly clocking up and down even though the actual load was low. I then switched to performance mode in the NVIDIA control panel, which changed the problem from every few seconds to permanently. I thought I had at least found reproducibility. Until the next reboot. Then it was gone again for a while.
What seems to help every time is if I set the refresh rate of the monitors briefly from 60 to 50 Hz and then back up to 60. Then it is suddenly quiet.

PC specs:

Ryzen 9 9950X
Vengeance DDR5-6000 (tested at 4800 MT/s and 6000 MT/s with EXPO II; MEMTEST shows no errors)
Asus ROG Strix X870E-E (tested with latest and previous BIOS)
be quiet pure Power 12 M 850W (the extra power cable is connected to the RTX)
4 TB Samsung 990 Pro M.2
ASUS and Iiyama 1080p 60Hz+ monitors (no problems with my old computer) 

The freezes are happening in (hardware accelerated) fullscreen videos from Youtube, Twitch, Prime and others, in all browsers (Chrome, Firefox, Edge, Opera). If I deactivate browsers' hardware acceleration, the problem seems to be gone. Also no problems in gaming or benchmarks like Cinebench ...

If the issue only occurs with HW Acel in the browser I would potentially create a post on the NVIDIA forum 👍

@Silent_Scone I have posted in the NVIDIA forum, but have not yet received a reply. The NVIDIA forum is so confusing and overloaded. I hope that someone sees it at all.
ASUS support has no idea either and says I can send in the card. But this doesn't look like a hardware defect, but rather a driver problem or Windows 11 bug.
