The card certainly is over the chipset fan but it does not cover it, there is room for air to get to the fan and the PCH needs minimal cooling. I don't quite understand the USB 3.0 temperature.
The recommended slot is slot 1 for single card...maybe if you use the fourth PCIe slot and switch off the first you can run the card at x16 but maybe it will run x8 you will have to experiment.
If the card is in the slot well and secured with screws to the case any minor flex is OK.
The monitor I'm not sure about....maybe try another cable etc.

What Sabertooth motherboard are you using? (since you say Thermal Radar) Can you post a screenshot of your temps?
The 278Q shouldn't band as it's an 8bit MVA panel. What are you seeing banding in exactly? Have you plugged it in using the dual-link DVI cable?

I'm not sure about the banding honestly. I use a PB278Q in work and have never seen it in the Photoshop work I do. If you are looking at images that have LESS color data saved versus what the monitor can produce, there will be banding. Can you link me to the reviews? 🙂
