I have a Z790 Hero with a 13900K, 4080 and now a Crucial T700 PCIe 5 M.2 drive.
4080 is in PCIEX16(G5)_1 slot
Hyper M.2 card is in the PCIEX16(G5)_2 slot
T700 is in M.2_1 slot in the hyper card
No other drives are in the system/hyper card
I have enabled bifurcation x8/x8 (from auto)
BIOS is now 1402
My issue is that the T700 is running at PCIe 4 instead of PCIe 5.
I have read the manual, spent hours searching, and wasted an hour on the phone with ASUS support with no luck.
Anyone know how to enable PCIe5 for PCIEX16(G5)_2 with the Hyper M.2 card?

You may have already done this, but please re-confirm using (latest) version of HWinfo64 if PCIe runs as 4 or 5 - and whether transfer speeds support that.
Your configuraion looks correct (per Z790 section in https://www.asus.com/support/FAQ/1037507 and manual https://dlcdnets.asus.com/pub/ASUS/mb/Add-on_card/Hyper_M.2_x16_Gen5/E22367_Hyper_M.2_X16_Gen_5_Card...)

HWinfo64 confirms it's running at PCIe 4, and the transfer speeds via CrystalDiskInfo confirm that. CrystalDiskInfo show Transfer Mode: PCIe 4.0 x4 | PCIe 5.0 x4 as well. (It's running in 4, but can do 5)

Check in the bios if you can set the 2nd pcie x16 slot to Gen 5.
If you're only using one ssd, you could remove the Hyper M.2 card and install your ssd in the M.2_1 slot, then set the M.2_ 1 slot to Gen 5.
Your ssd will run at pcie 5.0 x4 (Gen 5), your RTX 4080 will run at pcie 4.0 x8 (Gen 4).

I can switch to gen 5 if PCIE slots 1 and 2 are empty. Otherwise, it's gen 4 is it.

Ok, try this...
Remove the Hyper card.
Try setting the PCIe Bifurcation back to auto.
Then try your ssd in the M.2_1 slot and see if you can change it to Gen 5.
