Z790-A (bios1402) with 13700k not performing optimal

Hello everyone,

I am new here and really hope someone is able to help me.

Just finished my new build with the following specs:

Intel 13700k

Asus Prime Z790-A

Corsair Icue 150i cooling

MSI Nvidia RTX 4070

Samsung 990 Pro NVMe PCIe M.2 1TB

Corsair Vengeance LPX CMK64GX5M2B5600C40 2x31.5GB

Corsair RM850x PSU

The issues I am facing are as followed, the pc freezes/hangs often during booting, when I am in the bios everything works fine. Managed to get Windows 11 Pro installed and often froze as well during the initial part of the installation (during the actual installation no issues). When I am in windows like I am currently is can run normally for quite some time and then randomly freezes. Sometime during shutting down. 

The bios setting are currently standard. I have tried several things but it often results in constant freezing during booting. The odd thing is that my memory is being recognized in the bios as 4800mhz but runs at 4000mhz. When I try to change this it results in constant hanging.

I done the userbenchmark test and there I get the info that my processor, vga and ram are all performing under expectations.

Really hope someone can help me out with this issue. If you need any additional info that I might have missed please let me know.
