In trying to keep this short i'll bullet point the knowns
- all devices tested on another machine and negotiated as 3+
- only type-c chips whether plugged into usb-a 3 2x2 will be limited to usb 2.1
- linux also shows the devices being negotiated as 2.1 suggesting it's a firmware problem
- usb-a 3 2x2 has zero issues with negotiation
unfortunately rollback of IME firmware through public channels is impossible, so i am sandbagged with debunking any possible diagnostics between software and hardware problems.
any input would be appreciated before going through warranty process.
