Z690 motherboard wont let me undervolt.

I have been trying to undervolt my i7 13700k without success. Everything is set to auto and to intels settings. I have tried putting the voltage to offset and manual. It allows me to select the offset type but everytime I go to enter a value, it's grayed out to auto and I can't select it. The setting is set to per core usage by default.  it is pushing 1.38 to 1.45 or sometimes higher on a single or 2 active core count, but drops to 1.38 solid on all 16 cores under a stress test by cpu z. Temperatures are decent at 100% load measuring 85 to 90C under stress test. Am I missing a setting? Setting best case scenario drops me to 1.28 but my clock speed goes from 5.0 ghz to 4.2 or 4.5. Is there a bios setting I'm missing to allow me to undervolt. No admin password is set up.

Check if undervolt protection is enabled. Intel Profile enables it, and I'm not sure you can disable it unless you also switch to ASUS profile.
