I have an i7 12700K on Z690 Hero. When I set "Performance Core Ratio" to "Sync All Cores (+1 to 2)" and an all-core ratio to e.g. 50, I get all cores limited to 50x. This can be seen in the "AVX Related Controls" section, where it shows ratio limits for each core, and in the OS as well, where no core ever reaches 51. So basically, the behavior is the same as just "Sync All Cores". In the CPU settings, Turbo Boost 3.0 is enabled.
My expectation is that "Sync All Cores (+1 to 2)" should set the limit to 51 for the two favorite cores and 50 for the rest.
This is not specific to a particular BIOS version, it has been like this ever since this option existed.
