Z690 Gaming A Sync All Cores +1 to 2 is not doing anything?

I have set to sync all my 12900K cores to 5.1ghz but with the +1 to 2 higher bin setting but all cores are still maxing out at 5.1ghz?

 

Am I missing something as I thought it was supposed to increase the ratio of the top 2 cores?
