So my problem is when I boot my PC normally, no Motherboard lights are on and everything is fine but if I reboot my PC then randomly I get the VGA led white light and I will have a black screen until the windows login screen appear, then I get a picture again but the VGA white light stays on... this is a problem that only happens when I reboot the PC and I have tried nearly everything.
(Things I have tried so far)
- reseating the GPU atleast 7 times now
- reseating RAMs multiple times
- changing slots for the SSD
- removing all PSU cables and inserting them again
- BIOS updated to newest, also tried older versions
- CMOS cleared
- CLRTC cleared
- nvidia 4080/4090 firmware update
- disable fast startup in BIOS
- all drivers up to date on PC
- Tried some other solutions as well that I was reading online that I don't remember on top of my head

CPU: AMD 7800x3d
GPU: Asus Rog strix 4080 super white
Motherboard: Asus x670e-a rog strix
Ram: 16x2gb Kingston furry expo/xmp
Watercooling: Corsair h150i LCD RBG
PSU: Corsair hx1000i 1000W
SSD: Corsair Force MP600 Core XT 1tp
Monitor: Asus VG24VQR 165hz
OS: Windows 11

Hi @Zippy1 how have you connected your monitor with your PC? Are you using a Display Port cable connected to your RTX 4080 card or some other way? Have you tried to use a different cable to test that it is not a bad cable issue?
I am only mentioning about this cable test since you have not mentioned in the things you have tried already.

Yes, I am using a DP. I was reading about trying with a HDMI cable to see if the VGA light would dissappear but I sadly don't have one. Will need to go buy one, to see if my VGA problem is being caused by a DP cable problem.

Don't panic with the white VGA LED, it is kinda buggy and could also mean your monitor didn't wake up soon enough to be detected during BIOS startup sequence.
In BIOS you have a setting "POST Delay Time" or similar, set it from default 3 seconds to higher value like 5 or 10 seconds and see if that helps.
If you have any other device connected to your monitor, it's worth checking what happens when you disconnect it.
Black screen during boot till Windows logo appear, could mean:
1) really slow monitor startup,
2) VGA card BIOS problem, but you said you updated it.
3) Outdated motherboard BIOS.

Just tried to change the 'post delay time' in BIOS to 5 and 10, didn't work, vga light is still on and my Motherboard bios is updated to the newest one, which is version 2403 and idk what u mean by VGA card bios, if u mean my 4080 driver? Then that's updated to the newest one and also I did the firmware 4080/4090 update as well on nvidias website, which didn't help either.

Hi @Zippy1 can you please provide a link to the page from where you downloaded the 4080 Firmware you mentioned? When I check your GFX Card Support page at https://rog.asus.com/us/graphics-cards/graphics-cards/rog-strix/rog-strix-rtx4080s-o16g-white/helpde... I do not see any firmware update posted on this page.
Internet search of Firmware update landed me to https://www.nvidia.com/en-us/drivers/nv-uefi-update-x64/ page with your issues but this update is not applicable for your version of the GFX card. It does explain that the Black screens before OS loads are happening when Display Port version 1.3 or 1.4 is not properly detected and handled by the card. This leads me to believe that the problem could be with your monitor.
What is the exact make and model of your monitor and what firmware version is loaded on your monitor? Sometimes, a monitor firmware update is needed to address issues like this.
