I have a situation where for some reason my computer on windows 10 stopped recognizing usb drives. Peripherals such as keyboards, mice, etc. continue to work but any usb drive I plug in the computer doesn't recognize it and lists it under devices with a hazard "!". It is also listing under the "Other devices" drop down in the device manager which is odd.
I've upgraded to the latest TUF Z790 plus wifi Bios, downloaded the most up to date drivers for all other devices including my 13th gen i9 processor. I'm at my whits end I can't seem to figure this out. BTW in Bios, I was able to flash the new version via usb where in the Asus bios recognized the USB stick all the files on it as well as noticing the brand PNY. I've also tried this usb on other computers and were able to recognize it without a problem. Any help is appreciated.

Before you do anything, try a shutdown and then a total power off with the switch on the PSU. If that doesn't work, have you tried reformatting a USB stick in Windows or examined the drive with a partitioning tool? Otherwise...
From what you are saying, seems like a Windows only issue, not a hardware related problem. If you have all drivers installed like you say, then I would backup the OS using imaging software, try a fresh install of Windows and if that doesn't work you can restore the OS back to where it was.
If that does fix the issue, then restore the OS again, make sure you have all files that you might need and then reinstall fresh for the last time. Your other option is to do all of the backups first, then you can do a single reinstall. Just depends on when you want to put in the most effort - up front, or try it and see.
