Can someone confirm or tell if in BIOS 2703 if you switch from Intel Default Settings to ASUS Advanced OC Profile - does Enhanced C-States still are greyed out and only toogle ON? I mean can you turn Enhanced C-Statef OFF in ASUS Advanced Profile in BIOS 2703?

To be fair it is set by BIOS and / or Microcode. But it is not locked and you can disable it with ThrottleStop app at Windows level.
Honestly I hope Asus will come to their senses and will allow to change C1E when using Asus Advanced OC profile in future BIOS.
But no one knows right now, Asus is dead silent about it, and they could plan to completely lock it in next BIOS as well.
Though they added "Microcode Options" for Z890 motherboards, so maybe they will consider adding such override options for Z790 boards.
I mean the motherboards BIOS allow to set set 2 volts on CPU and RAM and basically fry it, but disabling idle CPU state power saving feature is forbidden.
The only reasoning here is that Intel fears large number of RMAs for defect CPUs. But that not our problem, if they sold damaged goods, they should honor warranty.
