Rog strix Z790 E gaming wifi and NVME

Hello everyone,
I come to ask for help because I read everything and its opposite.
I will have to get a new GPU soon.
I currently have 2 nvme Gen4s including one mounted under the GPU slot.
Is it true that my GPU will have 8x bus speed instead of 16 if I leave my nvme there?
From the instructions I don't understand where to install my 2 hard drives for optimal operation.
Another question, is it possible that my RGB Rog logo on my motherboard is only on when my PC is on and turns off when the PC is off??
I can't get it to work... Either it's on all the time or it's off all the time.

Same here, I also have slot M.2_1 occupied with a Gen 4 drive and I still get x16. As far as I know, most motherboards won't do that. However, I don't have a list of the ones that will and won't. I'd like to know if there is a reliable way to predict this, as bifurcation guides don't seem to be a reliable indicator (most of the time) as far as I can tell.
