If PCIEX15(G5) has the MSI GeForce RTX 3080 10gig in it,  how many of the M.2 slots can I populate the drives, knowing the M.2_4 socket, kills the SATAG2 channel?

Can I have everyone(M.2.1, M.2_2, M.2_3) except the M.2_4 slot filled?

You can populate them all if you wish, but one of those slots might drop your GPU to x8, the manual should make it clear. Even if you do drop to x8, it makes less than 5% difference to GPU speed as the full bandwidth (x16) isn't used anyway.

Perfect.  Gave me the info I needed to find something new.  The 3080 barely reaches 8X as you mentioned.  That is great.

I have started working with WGS(Whole Genome Sequencing) of the genome.  

The files are huge. So I need to add at least one 4 TB drive to the main slot and then at least one additional $360 4 TB drive to the available slots. I have all the ATA channels filled with 6 drives.
