I have a really strange problem where if I've been using my PC for a while and then I turn it off and then on again it wont boot. The sequence of events is that it will POST to the green LED and then stop there and on the second boot it will only POST to the white LED and stop. If I then turn it all off and try again the computer will boot successfully.
I've tried all sorts of thing including reseating the CPU, GPU and RAM and I've also tested the SSD and RAM for errors and reset the BIOS.
Any ideas on what might be going on here?

Try to repair windows Boot manager & master boot record.
Otherwise it`s probably a power issue, maybe mobo more probably PSU, it might just not get the juice it needs to start up.
a lowkey test might work is to disable turbo from Bios or set it to boot without Turbo (if avail), since less power is needed it might just be enough. Same with other power hungry devices plugged in, USBs etc, less better and you can test your PSU if its at its limits in certain conditions.
If you have any overclock/underclock or voltage changes, those might apply as well.

I fixed it in the end - turns out the SSD needed re-seating which was the thing I tried last after the other things you mentioned and more.
