I get the same warning message regarding Event ID 63 but I don't seem to be having any problems with Steam.
You might want to verify your system cooling configuration. Make sure the heat from the RTX 4090 is getting out of the case.

Can't help with the error, sorry, but is this related to MEI drivers or ME firmware do you think? I've had no issues at all using the firmware and drivers in my signature below (I updated to the latest ME firmware from MoKiChU earlier today and it seems to be good so far)

All drivers are there. You should update the MEI drivers, then ME firmware and finally the BIOS. Just have a read around what BIOSs are working well for your board. I've not heard of any BIOS issues with the 790 Hero, but I don't follow that myself, so worth a search around. Looks like the latest is 1202, but you can go beyond the MEI drivers and ME firmware version recommended on your support page (currently 2306.4.3.0 and 16.1.27.2176). The latest versions are shown in my signature and those are the ones you can get from MoKiChU's thread. Perhaps updating those might help your error, but I'm not sure as I have never seen that error myself.
Z690 and Z790 boards both use the same versions of Intel MEI software and ME firmware.
