Hello,
I'm the owner of a Z790 Maximus Extreme, had the MB since 2022 and everything works well.
I have a 12th Gen i9-12900K and 64gb of DDR5 ( 4 slots used ) running at 5200MHz and a 3080.
I have multiple questions, I'm sorry in advance if this is too much:

Hi @Shurrikh have you checked your cable? You mentioned that you tried other cards plus Windows is reporting that the hardware is working properly. All this information points to possibly a faulty cable.

Hello, yes, It's a brand new Cat8 cable, tried also CAT5 and 6, nothing works.
It feels like a dead port

yes, i even tried some old one recommended here / reddit too sadly 😕
I will try to get a thunderbolt 3 to 10gb to see if there is an issue too

This points to a faulty port like you said assuming you have a good working cable. When a cable is plugged in you should see some lights. See page 2-30 of your user manual for various light patterns. I am also assuming that you have this device enabled in BIOS. Can you post a picture of your BIOS?
TIP: Once you are in BIOS, connect a USB Flash drive to any USB Port (including Front Panel Ports). Then press F12 to take a screenshot of the BIOS screen. You will be shown a screen to confirm the drive, press ENTER and wait a moment for the file to be saved to your USB Drive. This will make your BIOS pictures very clear instead of taking pictures from your phone. These pictures are saved in BMP format so once you get back into Windows, double click on them to open them in Windows 11 Photos application and press CTRL+S to save as JPEG file. This JPEG file you can easily upload/paste here to share.
Regarding the additional cards you tried, it seems you tried them in PCIEX16(G5)_2 slot; see PAGE 1-2 of your user manual for the board's layout details. This slot shares the data lanes with M.2_1. Have you tried these additional cards in PCIEX4(G4). This is 4 lane slot and hence is not a full length slot which is why you may tried the PCIEX16(G5)_2 slot as it is easy to put any card into this slot.
