ROG B760-F BIOS option to switch USB Power Off Not working

I used to have the BIOS set to power down the USB ports in the soft off state but that seems to have stopped working. I'm not sure if its connected but I had a bit of trouble when booting that was the result of a corrupted EFI System Partition.  I went through the procedure to rebuild the EFI partition and ever since the USB ports have remained powered regardless of the BIOS setting.  I've tried a CMOS reset and re-flashed the BIOS but there's no change.

Has anyone got any ideas to get it working?
