Try turning off fast start up in windows.
Control Panel, Hardware and Sound, Power Options, System Settings.
Uncheck Turn on fast start up and click Save changes.

When I am done and want to power off, I select the power> shutdown. Instead of shutting down, it reboots. The only way I can shut down is to flip the on/off switch on the power supply.

Odd problem. I'd suggest booting from a live version of Linux (like Mint for example). Burn an image to USB using Rufus or similar and boot from that. Then try shutdown and see if it works. It might give a clue as to whether the problem is hardware or related to your install of Windows. At least it's a place to start the investigation. No need to install Linux, so nothing will be changed. When the USB is removed, all will be back to normal. Perhaps try that and report back?
