The power LED did no longer blink in Windows standby (sleep) mode after some BIOS settings were changed. This happened several times with ROG STRIX Z790-E Gaming Wifi BIOS 2301 and 2402 but not yet with BIOS 2503.
The BIOS changes done did never touch the "AURA" or "LED lightning" settings. "AURA" in EZ Mode was always set to "AURA Off".

In all cases, it could be fixed by the following:
In EZ Mode, I changed AURA from "Aura Off" to "All On" and then back to "AURA Off" without intermediate saving. On F10, the "Save Changes & Reset" dialog then reported no changes, but this always fixed problem for me.
This harmless bug may be related to the fact that if the Advanced Mode setting "When system is in working state" is set to "Aura Off", the BIOS hides the setting "When system is in sleep, hibername or soft off states". It IMO should not be hidden because the user could no longer select the behavior of the power LED in standby mode. Because the setting is hidden, its internal value may possibly change on BIOS saves and therefore change power LED behavior.
Enhancement (or bugfix) request to BIOS development: The setting "When system is in sleep, hibername or soft off states" should only be hidden in "Stealth Mode", but not in "Aura Off" mode. If enabled, the user would be able to set the behavior of the power LED as follows:
"Stealth Mode": Off
"Aura Off": Blink in standby mode
