Pc won’t boot - Error Code 98

Hello, 

I have a Problem. I can’t get a post on my PC since a couple of days after updating the Bios. I did the Bios Update on my Z790 Hero which successfully finished and after it rebooted itself it got stuck on Error Code 98 with a Green LED Code. All LED in the PC and the fans start working normally,  the monitor is showing no input detected, mouse and keyboard led are working. I did try out a lot of different things already. Before going deeper here are my specs: 

i9 14900kf

Asus Z790 Hero

Corsair 48gb ddr5 7200mhz 

Asus RTX4090 Matrix

1300W power supply.

3x M.2 on which one has a windows install. 

So here is what I tried first in hope I don’t have to take out all my parts.
1. clear cmos 

2. bios flashback

3. take out ram, 1 stick, even different ram stick 

4. tried different dp/ hdmi port and cable

sadly nothing helped so I went deeper, changed the gpu - no luck. Took out the CPU, checked the socket - pins are not bent or anything. Luckily I have another identical Z790 Hero lying around (don’t ask me why), tried out this one - no luck. Switched cpu to an 13900k - initially no luck. Now comes the fun part. Since the 13900k has an build in gpu I tried getting and image via the hdmi port on the motherboard and out of nowhere the pc boots like nothing happened. Once it’s booted I even can remove the hdmi connection and it detects everything and I can use the pc like I always used to. Then again I switched back to the 14900kf (which unfortunately has no build in gpu) and we are back to Error Code 98 and the Green LED light on the mb. Now I thought okay maybe the cpu is the problem. I send it back to intel and got a new 14900kf. Got the new one today - tried my luck but couldn’t get past the Error Code 98 with the green LED. 

at this point I am getting really frustrated. Since I basically can rule out every component. Any idea what else I could be trying?
